Kar\u015f\u0131l\u0131kl\u0131 g\u00f6r\u00fc\u015f al\u0131\u015fveri\u015finin yap\u0131ld\u0131\u011f\u0131 programda, yerel d\u00fczeyde i\u015f birli\u011fi ve koordinasyonun art\u0131r\u0131lmas\u0131n\u0131n \u00f6nemi vurguland\u0131.
